The PCSi management team has spent a good part of their careers working in the unique International environment, particularly since 9/11. This specialized service remains a strong focus area for PCSi as the requirement for providing secure means of communications for entities worldwide is still prominent. Our team has an intimate knowledge of how these partners work and fully understands their special requirements. We provide travel anywhere at any time, to install, train, and maintain International communications systems.

Rick K. Gale
President and Chief Executive Officer

As one of the founders and co-owners of PCSi, Rick Gale serves as the President and Chief Executive Officer. Mr. Gale’s vision for the company is focused on becoming a leading integrator of telecommunications systems, technology, and products. He also is creating the strategic growth of the company and leading the company’s business development and proposal efforts.

A former Senior Communications Manager in the Federal Government and recipient of a Career Intelligence Medal, Mr. Gale brings more than 35 years of experience as an expert telecommunications manager with superior skills in a myriad of telecommunications systems, worldwide networks, systems integration, and program/project management to PCSi. He also brings a broad range of international experience, which includes 18 years of overseas tours, extensive travel in the Middle East, South America, Africa, and Asia. He served in the Army National Guard from 1971 through 1978.


Al Torres
Executive Vice President and Chief Operations Officer

Al Torres a founder and co-owner of PCSi, is an Executive Vice-President and serves as the company’s Chief Operations Officer. Mr. Torres is responsible for charting the path of how PCSi will operate and provides executive level oversight and guidance on all projects.

Mr. Torres is a former Senior Communications Manager for the Federal Government, and his experience spans more than 34 years of dedicated support in the management of global communications operation. He is the recipient of many awards, including the Career Commendation Medal, has an extensive background in program and project management for telecommunications and network systems, and is an industry expert for the planning and implementation of these systems. Mr. Torres has spent a significant amount of time supporting OCONUS requirements, providing him with extensive international experience. His tours included the Caribbean, South America, Europe, Africa, and the Middle East. Mr. Torres served in the United States Navy during the Vietnam War.


Jim Black
Executive Vice President and Chief Marketing and Business Development Officer

Jim Black is a founder and co-owner of PCSi and is an Executive Vice-President serving as the company’s Chief Marketing and Business Development Officer. Mr. Black is responsible for the fiscal well being of the company and works with his partners to tie technology, business development, and program health together to create and maintain solid financial structure and growth for PCSi.

Mr. Black is a former Senior Operations and Technical Manager for the Federal Government, with a background covering more than 30 years experience in the overseas and domestic Information Technology (IT), Telecommunications and Security arenas.

He served at numerous overseas locations, including Africa, East Asia, the Caribbean, Europe, and South America. Throughout his 24-year career with the Federal Government, Mr. Black was recognized for his accomplishments by being presented with eight Exceptional Performance Awards, a Career Commendation Medal, and a Meritorious Unit Citation Award. He served in the United States Navy from 1974 to1978 as a High Frequency Direction Finding (HFDF) operator.

As part of PCSi’s commitment to ensuring that its leadership is maintaining a competitive edge in the latest industry practices and standards, Mr. Black attended ITIL V3 Foundation training. From this training, he successfully passed the certification exam and received his formal ITIL certification in 2008.


Tabitha Cucciardo
Vice President and Chief Financial Officer

In her role as PCSi's Vice President and Chief Financial Officer, Ms. Cucciardo is an integral part of the Executive Team working to ensure the well being of the company and their employees. With nearly 20 years of government contract and program management experience as well as dealing with the Federal Acquisition Regulations (FAR), Ms. Cucciardo is PCSi's resident expert in these areas. In addition to these duties, Ms. Cucciardo also serves as the focal point for issues related to HR, payroll, and HW/SW procurements to name just a few. She assists the owners with business development and marketing. Ms. Cucciardo works very closely with Mr. Black helping to maintain a solid financial structure leading to continued growth for PCSi.

Ms. Cucciardo has worked for several companies in support of government activities, with an extensive background in government contracting. As a reflection of her commitment to PCSi, Ms. Cucciardo attained Certified Federal Contracts Manager (CFCM) status in April 2009.
